For the first time in the country. Hard established the school of studying the national political and legal thoughts. Also, initiated the study of the Azerbajani state and laws history and laborated the problematic methods of historical research.

Established the scientific foundation of the origin and development of the ideology of eslightment in Azerbaijan, as well as the periodisation hereof. Among the various subject-matters of research therehave been problems of the general theory of state and law (federation, legiclation, application of law, political system of a society, rights and freedoms of e person, soveregnty an soon), as well as the problems of history of state and law of Azerbaijan.
